We called today to check whether the hotel we booked end of May would be open then. The hotel told us that they just received notice that they can open 29 May 2020. Apparently restaurants can open as early as 15 May, provided they follow certain rules. Up to four adults can sit at a table. Tables will be at least a meter apart and guests will be seated/no open seating. Personnel in contact with guests must wear a mask at work. This was apparently released by Tourism Minister Elisabeth Köstinger this morning.
Now US tourists just need to be able to get there without quarantine. Fingers crossed.
The main problem is transportation. Vienna International Airport is idling at the moment, i.e. about one flight arriving per hour. There are flights from Frankfurt in Germany, though.

My Wild-A guess is if you want to travel to Europe later this year, to some degree you will be allowed to. But best to wait and see.
