Vienna and Salzburg are very walkable. All of the main city is concrete. I did not go out into the outskirts. I stayed on the beaten path.

Having just come back from Vienna, here are my thoughts.

Vienna on the whole is fairly flat, but there are some steep gradients going towards and away from the old River Wien (most important tourist site involved is the Naschmarkt). Some side streets have cobbles.

Almost all U-Bahn stations have elevators although not at all entrances. Occasionally you may have to search around a bit at street level to find the elevator.

The majority of trains are NOT accessible and this includes the S-Bahn service from the airport to the city centre. There are three steep steps to get on board the train from the platform.

About half of trams are wheelchair-accessible low-floor vehicles, while the other half are older cars with three large steps from street level to get aboard. As a deliberate policy, the transport company runs both low and high-floor cars on all routes, so that at least some journeys on every route will be accessible. If a stop has an electronic display for the time to the next tram, it will indicate if the tram is accessible with a wheelchair symbol. All buses are low-floor.

Most museums and palaces have elevators available although some are quite small and get overloaded. Restaurants are less likely to be wheelchair accessible, with many having steps at the entrance.

Even though Salzburg contains hills, the Altstadt is almost completely flat and occupies a rather small area. You can ride a funicular to up to Hohensalzurg fortress, although you might encounter some trouble touring the facility.

Another option would be to visit Hallstatt. Cute town on a lake. You can rent a boat and easily walk around. Its very small. If you take the train there you then switch to a boat to reach the town. Very pretty. Salzburg would also be a possibility. From there you could do a day tour, Sound of Music tour to see the hillside and all the beauty. The Sound of Music tour is a little cheesy but I enjoyed it and it brought back lots of memories from watching the movie when I was little.
