Which of these 2 museums is better to visit with kids age 8 and 11. Are there any museum tours catering to kids that would keep them interested?

When my children were that young, I would just show them highlights from both and ask to pick the one they prefer. This also helps them shape their own preferences, such as do they opt for artifacts (which is KHM in your case) or rather for paintings. Gaudi was a hit back then and also Dalí Theatre-Museum, so in Vienna this would be Hundertwasser’s buildings. I tried not to overload our trips with museums, but when our kids began traveling by themselves, I was surprised to see that they actually plan more museums than we did as a family.
I haven’t been to the Albertina, but would say that by far your best choice would be the Kunst. One of the world’s very best art museums, in an opulent building, with some things that would particularly appeal to children: Arcimbolo’s four seasons (Kunst has two of them), the Bruegels (world’s best collection of those), and the crafted objects such as the famous Cellini salt cellar. Nothing wrong with Albertina, I would love to see it on a future visit to Vienna, but I think its primary strength is drawings.
The natural history museum right across from the Kunsthistoriches is supposed to be very good and has things like dinosaur skeletons that might interest your kids if you have time.

Both are good for kids, but I'd prefer the KHM as it offers greater variety and larger spaces. Plus, it has an amazing cafe. I will take my kids first to the gift shop, pick a few postcards and then go on a scavenger hunt to find those items. At KHM, my kids love the Egyptian section as well as the Archimboldos.
I agree with Emily about the cafe-one of the best experiences in Vienna. It is stunning.
Take the kids to the Imperial Armory. Trust me on this.

I much prefer the military displays at the Wien Museum (very interactive, in English and kid-friendly) and the Military History Museum (similarly accessible) to the Imperial Armory. Just for thought.
