We are planning for two weeks holiday in Europe in September, in which we would be staying for 7 nights in Austria(Vienna-salzburg-hallstat-innsbruck), are these four place Baby friendly?. Also let us know which rail pass to buy for travelling in Austria?
The baby friendliness is not an issue of town or city, it is rather a matter of the place where you stay there. Look for hotels which have special offers for families with children.
Seven days are very short for visiting four different towns, considering the time required for traveling between them. I presume that a rail pass will not pay off if you try to get the "Sparschiene" bargain tickets for each ride seperately. But this decision may also be dependent on your trip before and after visiting Austria.
Austria is one of the most baby friendly places in the world, but doing 4 places in 7 nights is a bit on the tiring side even for adults.
We are having 14 days, and we want to visit Austria and Croatia. Kindly suggest how to divide days in following countries?. We can drop Vienna and hallstat, just want the trip to be memorable.

That is the worst idea. Vienna is the top spot, outperforming everything you will see on your trip.

To avoid unnecessary back and forth traveling you should choose the two points furthest apart for arrival and departure, i.e. Salzburg and Dubrovnik. So you can travel in forward direction without returning: Salzburg - Hallstatt - Vienna - Zadar - Split - Dubrovnik.
